On January 9, 2019, the New York State Department of Health Office of Professional Medical Conduct revoked the medical license of a 55-year-old Brooklyn, New York gynecologist who performed liposuction and other cosmetic surgery procedures on patients at night in his Manhattan office. The doctor was known for performing butt lift procedures on reality stars. Later, he was known as the “Butt Butcher of 34th Street.”
The doctor reported has been sued for medical malpractice fifteen times since 2013.
The Office of Professional Medical Conduct in its Determination And Order charged the doctor with committing professional misconduct, including practicing medicine fraudulently; practicing medicine with negligence on more than one occasion; practicing medicine with gross negligence on a particular occasion; practicing medicine with incompetence on more than one occasion; practicing medicine with gross incompetence; willfully making or filing a false report, or failing to file a report required by law or by the department of health or the education department; failing to respond within thirty days to written communications from the Department and making relevant records available; and, failing to maintain an adequate medical record. The charges involved nine of the doctor’s patients treated in either his cosmetic surgery practice or his OB/GYN practice.
While the doctor represented himself as “Triple Board Certified FACS, FACOG, FICS,” the Office of Professional Medical Conduct found that he was not a fellow of FICS or a fellow of FACS.
The Office of Professional Medical Conduct found that the doctor’s patient medical records contained little or no patient history; indication of a physical examination; description of surgery/procedure; operative notes; and description of patient outcomes.
The doctor stated that he performed in-office procedures, without any medical staff, nurses, or other physicians, using only local anesthesia.
In one particular instance, the doctor performed surgery in his office to remove 37-year-old encapsulated breast implants under local anesthesia on a 65-year-old patient that presented significant risk of complications including blood loss. The patient subsequently was admitted to the hospital for evacuation of a 300ccs hematoma and removal of the saline implant without replacement in the left breast due to a muscle tear and infection risk.
As of January 20, 2019, the doctor stated on one website: “Dr. Ayman Shahine is a highly regarded and skilled surgeon he has been working with and sculpting the female body for over 20 years. As a cosmetic surgeon, he knows the extra details and artistry that it takes to create an amazing cosmetic outcome for the patients. Dr. Ayman Shahine is among an elite group of aesthetic surgeons who have ranked continually among the best doctors in their profession in the United States. Few physicians attain such an unparalleled status, and it only comes after years of hard work and continuous training … As is evident from his extensive training and numerous awards of recognition from his peers, Dr. Shahine has attained a reputation from his peers for being an expert in both the science and art of medicine – particularly in the field of aesthetic surgery and body sculpting. His loyal and extensive following comes from his commitment and dedication to giving his patients the most appealing, natural, and healthy look as possible.”
The doctor further stated that he has been nicknamed “The liposculpture and curve doctor and the Brazilian butt lift surgeon” and claims to have “special skills in cosmetic breast surgery that help him achieve the most beautiful breast results.”
